How to steal an election
The American electoral system is highly fragmented, with literally hundreds of separate local agencies. Those county-level offices have a wide spectrum of competence, resources and processes for ballot collection, counting and archiving. Only some maintain a printed record of every vote cast. Some do not have sophisticated tools for counting and record keeping. Adding to this, state and congressional districts are still heavily gerrymandered in a manner that no Canadian politician would ever defend.
