PS-DBM’s liabilities increased by 88% despite more procurement

MANILA, Philippines --- The liabilities of the Procurement Service of the Department of Budget and Management (PS-DBM) rose by 88 percent even if its procurements have increased, Senator Imee Marcos pointed out on Tuesday. During the hearing of the Senate committee on finance on the proposed 2022 budget of the DBM, Marcos said that the assets of the PS-DBM jumped from P25 billion in 2019 to P42.3 billion in 2020. "So malaki talaga ang dinagdag. Kaya lang pinagtatakahan ko kung bakit nagkaroon kayo ng malaking utang, 88 percent increase, from P19 billion, naging P36 billion. Can you explain this? Ako po ay kasal pa rin sa una kong asawa kaso naghiwalay na kami at hindi na nag-sasama sa iisang bahay. Sa ngayon, mahigit dalawang taon na po akong may kinakasamang ibang babae na tunay na mas nagmamahal pa sa akin. Barbados elects first-ever president, shedding colonial past
Barbados has elected its first-ever president to replace Britain's Queen Elizabeth as head of state in a decisive step toward shedding the Caribbean island's colonial past. Sandra Mason was elected late on Wednesday by a two-thirds vote of a joint session of the country's House of Assembly and Senate, a milestone, the government said in a statement, on its "road to republic." A former British colony that gained independence in 1966, the nation of just under 300,000 had long maintained ties with the British monarchy. But calls for full sovereignty and homegrown leadership have risen in recent years. Mason, 72, will be sworn in on Nov. 30, the country's 55th anniversary of ind...Keep on reading: Barbados elects first-ever president, shedding colonial past

TNT shoots for 2-0 lead, but Chot knows it won’t be easy
Chot Reyes knows that there's no place for complacency for his TNT crew, even after an 88-70 Game 1 victory over Magnolia that opened up the best-of-seven title series for the PBA Philippine Cup on Wednesday night. He doesn't need to look far in pointing out the obvious. "You saw what happened in the last series [in the semifinals with San Miguel Beer]," he said, as the Tropang Giga and the Beermen went the full seven-game distance with all of their wins practically being blowouts. "We'd win big one game, then we'd lose big the next. So we have to be prepared," he said. "We're sure that [the Hotshots] are going to come back with counter-adjustments in Game 2." Deep ‘scarring’ from virus holds back PH recovery
The Philippines' economic recovery lags behind in Asia, no thanks to deep pandemic scarring, and it could take beyond 2023 to return to its prepandemic growth potential, think tanks said. "Lackluster fiscal support means the Philippines will experience the slowest recovery from the pandemic in Asia," London-based Capital Economics said in its latest emerging Asia economic outlook report on Wednesday. After last year's recession when annual gross domestic product (GDP) shrank by a record 9.6 percent, Capital Economics expects GDP to revert to 4.5-percent growth this year, 10.5 percent next year and 8.5 percent in 2023. While its 2022 and 2023 GDP growth forecasts for the Philippi...Keep on reading: Deep ‘scarring’ from virus holds back PH recovery

BPI net income in Q3 up 3% to P5.66B
Ayala-led Bank of the Philippine Islands (BPI) grew its third quarter net profit by 3 percent year-on-year to P5.66 billion, driven by strong fee-based earnings and declining credit cost. This brought end-September net profit to P17.5 billion, up 1.8 percent year-on-year, as provisioning expense for probable loan losses declined. This January to September bottom line level accounted for about 73 percent of earnings expected by market consensus to be delivered by BPI for full year 2021. The nine-month performance also brought return on equity to 8.3 percent. Compared to the second quarter net profit of P6.82 billion, however, earnings declined by 17 percent. The Russian company is believed to be close to Putin and has been accused of committing abuses. "They do not reflect the interests of the Russian state," Putin told members of the annual Valdai Discussion Club. Co-ops as source of hope or despair
A cooperative, or co-op, can be a source of hope or despair. That depends on its management capability. This was the conclusion at the end of the forum "Revitalizing Food Systems: Generating Value with Producers, Markets and Consumers-Cooperative Experiences," sponsored by the United Nations Sustainable Development Solutions Network (SDSN). It was moderated by its Philippine country director, Dr. Philip Tuao from the Ateneo de Manila University. The action implication is that cases of despair can be transformed into hope, but only if the Cooperative Development Authority (CDA) is given the budget to fulfill its role of nurturing and supporting cooperatives. Brazil to grant fuel relief to 750,000 truckers, says Bolsonaro
BRASILIA/SAO PAULO --- Brazilian President Jair Bolsonaro said on Thursday that his government has decided to grant about 750,000 truckers fuel relief to offset price rises, a few hours after repeating that a planned new welfare program will not breach a constitutional spending cap. His remarks on aiding truckers spooked investors who already feared that government spending on the new 'Auxilio Brasil' welfare program would widen its budget deficit. The Brazilian real extended losses against the U.S. dollar after Bolsonaro's comments, plunging more than 2%, while the Bovespa stock index was down more than 4%. Hypersonic glide vehicles are launched from a rocket in the upper atmosphere before gliding to a target at speeds of more than five times the speed of sound, or about 6,200 kilometers (3,853 miles) per hour. Girls who attended would later describe the events as sex fests, but Berlusconi has always insisted they were nothing more than elegant dinner parties. "He is obviously relieved and satisfied," Berlusconi's lawyer Federico Cecconi was quoted by Italian media as saying, after the Siena court found the 85-year old and pianist Danilo Mar...Keep on reading: Ex-Italy PM Berlusconi acquitted in ‘bunga bunga’ bribery trial

Children with mild COVID-19 may not develop antibodies
Children who contract a mild case of COVID-19 may not develop antibodies to the virus afterward, a study from Australia suggests. Researchers compared 57 children and 51 adults with mild COVID-19 or asymptomatic infections. Only 37% of children appeared to develop antibodies, compared to 76% of adults -- even though viral loads were similar in the two groups, researchers found. Children's bodies also did not appear to produce second-line cellular immune responses to the virus in the same way as adults, said study leader Paul Licciardi of Murdoch Children's Research Institute in Melbourne. The participants in the study were all infected in 2020, his team reported on Monday on...Keep on reading: Children with mild COVID-19 may not develop antibodies
